Facing the same issue with a non premium estonian mobile number that I have been using for over 15 years. Something in the premium number verification has gone tits up.
Got the same issue trying to sign up for ChatGPT Plus from Cyprus using home Wi-Fi. Also tried to sign up from a mobile internet with the same outcome.
I have a contractual personal (non-corporate/non-premium) mobile phone number.
UPDATE: The trick with adding 00 worked out for me:

At first, I tried to sign up from my mobile internet, added 00 after country prefix (+357 00XXXXXXXX) and got “your account was flagged for potential abuse” message;

Immediately after that I tried to log in from my laptop (home Wi-Fi), added 00 as in the example above, and I finally received verification SMS
An issue might be that our accounts / phone numbers were wrongfully flagged by their abuse system.
I had the same issue creating a new account. i’ve tried solving the problem by disconnecting the Wifi and using the 3G network as written above. Unfortunately this did not solve my problem, so i’ve made a quick internet search and find out that numbers containing ‘00’ are listed as private numbers. So i decided to use a different phone number which doesn’t contain any ‘00’. And it worked, finally received verification by SMS. I was still on the 3G network so i don’t really know if disconnecting the Wifi helped the solution.
For me nothing worked, not 00, not another phone, not 3G, not different computer, i can’t even delete country prefix. And my country is supported allegedly… i don’t understand why making this so unnecessarily complicated?
So in order to “protect” themselves from fraudulent individuals/activities they make is unavailable to many undeserving people.
And guess which method worked best in the end? Fraudulent one…
I’ve been trying for several days now hoping they would fix the issue. However now my account was just flagged. Does anyone know if there’s a way to unflag it? And is OpenAI even working on the issue?

Got the same error requesting for non premium number. Failed after several attempts.
Finally I used a prefix 00 before my number and succeeded!
The country code is loaded automatically then fill your phone number preceded by 2 zeros
+254 00721xxxxxx No space before first digit of your number. Just try
