Not necessarily, you get a $5 credit if you sign up for the first time to try it out. Your account is associated with a phone number.

I tired all types of cards and amounts with different options, the all cause the same error, definilty their server issue, browser showing 500 error on POST/submission below - wasted hours thinking doing something wrong - would be useful if OpenAI team provide a better monitoring and letting users know especially since we are trying to make a payment! and nothing here yet: https://status.openai.com/
