I created a developer account last week, and I have spent over $5 now (several hours ago), which seems to be the requirement for the upgrade to Usage tier 1. However, I the automatic upgrade did not happen, and when I tried to ask support for help they were very unhelpful.
This language is more helpful than the documentation, and should address your concern:
The time since that first payment must be over a week, a waiting period to detect initial fraudulent use.
