Should OpenAI refund my cost due to their service failure?

This is the only place I can raise the question for refunding since OpenAI’s help center refuses to answer.

OpenAI had an incident for it’s billing (OpenAI Status - Billing and Usage dashboard data not displaying for some users). The incident brought 2 problems for me:

  1. My balance is always -$0.00, no matter how much I manually charged. Here is what I have right now (on 10/18 1:45PM PST)

  2. The incident started on 10/8. And I saw abnormal high usage/cost starting from 10/12 as below until I manually turned off the auto charge:

I’m asking OpenAI refunding all the charges that I manually made (since the balance kept showing 0.00, I have to manually refill until I was told this is an incident). And I also need OpenAI to investigate if they mistakenly charged my card from 10/12 due to their own incident.
