Reissuing the past invoice request declined

I have contacted OpenAI support with the request to reissue my past invoice (with the updated billing information), however, I received the reply that "Unfortunately, we are not able to reissue past invoices. ".
This is inconsistent, however, with the official Billing page of the OpenAI:
https://platform.openai.com/account/billing/preferences

A question to everyone: has anyone else been able to reissue invoices (in which case maybe I was just unlucky with the support person that does not know that this is possible), or is it something in general not possible to do (but then why would OpenAI indicate it as possible on the billing page)?
