Purchased wrong API access, how to transfer to real API?

I want to use the openai API. For this I purchased the 20$ plan in my chatgpt account.

It seems this is not the API access. I have to add credits to my account at platform.openai.com.

I tried using the same credit card, but the card get declined because:
" You’ve paid for too many subscriptions using the same payment method"

Can someone confirm that I only have to add credits to my API account to use openai via a python script?

Is there a way to refund the first purchase or to transfer it or at least to unlock the credit card again?

I have contacted support, but it tells me “we reply as soon as we can” and I am waiting for an hour already, now I do not know what soon means for them, hours? days?

Support’s the only ones who could do that, unfortunately. You have to remember they have hundreds of millions of customers now.

I would expect days not hours… That being said, OpenAI surely wants your money… I would give it a try again after 12 to 24 hours maybe? Try another card?
