[Bug][Subscription][Lost] Subscription error caused me to lose money

Hi everyone, I don’t know how to ask the OpenAI support team because they seem to be not. I hope I can get help from the forum. I have just tried registering the OpenAI API paid plan for 5$ credit but the system said my card was declined. I thought that the transaction was unsuccessful, so I canceled that plan and re-registered, and it said my card was declined again. I still can’t use OpenAI API as a paid plan and lost $10. can you help me check what’s wrong? If they said my card was declined, they should refund it, right? thank you guys so much.
