In August and September I spent ~€4 through API, but OpenAI has not taken my money yet.
Do they have a minimum fee to make the API payment?

Last month, API billing didn’t come through for quite a while. Hang tight, I guess.
Minimum is $0.50 - $1.00.

Don’t they want my money? 
Probably for ~€4 it is not even worth making the transaction.
