I tried everything here: https://help.openai.com/en/articles/7232916-why-was-my-credit-card-declined nothing solved, and now there’s the message of excess attempts, I tried to create another account and card declined again.

For account related issues please use OpenAI Help Centre in the bottom right corner is a message icon. 
click the icon and enter your issue, the bot will take your details and a member of the account support team will get back to you, it may take several weeks due to the number of people currently using the system.

I’ve been there, and they even answered me, let’s see if it solves it, for now I’m using: openrouter.ai
