i am trying to reach via chat at helpcenter but there is no button or link to directing. I send a mail about that they are replying same answer every time. İs there a link to via chat or something like that

Help button sends me to the FAQ, which, in turn, say that by clicking the “help button” I should be able to chat with GPT Customer Service.
I am going to report this to my national authority for unfair commercial practices and you should do the same… also because what I need to report is a security breach by some external plugin, which begs the question: how do I report something if I am not the developer? We absolutelty need a ranking system and review system for plugins otherwise the damage caused by external Plugins and malicious API developer will be uncountable.
