Why am I facing billing hard limit issues?

I am trying to get help with this odd issue and only thing I can find is a bot that just keep on talking nicely but has no solutions. Does anyone have email address for OpenAI help? Or even URL to submit a ticket?

My problem is that I am tier 4 user and after using less than $15 out of my $5000 monthly limit, API started to output this and nothing else:

Attached credit card has a lot of funds and OpenAI just charged it OK.

Hi. This has been seen and reported here several times recently. It is talking about a monthly budget that you personally set on the account - or issues with the system putting one on that you didn’t place yourself.
