Usage tier didn't get upgraded after being qualified

I am currently at usage tier 2. Then, I put more than $250 to my account, and it must have been more than 14 days since my first payment (months ago actually). But now I haven’t got upgraded and the helping bot is not responding.
I have tried to put $5 more into my account, since some posts mentioned:

But it doesn’ help.
Does anyone has similar experience? How can I get my account into the right status?
