Answering to the first post and yes, you should have unlimited everyday text chats, subject to to abuse-prevention safeguards: ChatGPT Free Tier FAQ | OpenAI Help Center.
Which browser? Does it happen in every browser? Every new chat? Have you tried log out and back in, refresh the page, clear browser cache?
If it still shows “message limit exceeded”, you can email directly to support or use the link above and tap the speech bubble on the right side.

It is not mentioned in the plan that the chats that just contain some files or images at some previous stage are limited. WTF? I am not busiyng ChatGPT with more files or images (well, they are limited), why I cannot continue the chat? What’s the difference in a new chat?

According to docs the following tools can have usage limits separate from the main chat limit:
Data analysis with ChatGPT
File and image uploads
Create images in ChatGPT

So, as the message says your usage limit will reset at 20:40.
Apparently, in Chrome I’ve got a response - afrer quite long time of waiting. But in Edge the things are still the same
