Hello OpenAI team and community,
I’m a Brazilian user and an early adopter of GPTs with a strong interest in building practical and impactful tools using Custom GPTs and Actions.
However, I’ve been facing a persistent problem for several weeks:
Here’s a summary of what’s happening:
- The “Import from URL” button does not work — it shows no feedback, or fails silently.
- There is no visible option to upload a
.yaml
or.json
file, even though documentation says this should be available. - The “Paste raw text” option often throws errors like “Invalid OpenAPI schema”, even when using validated and working specs (e.g. Petstore variants).
- No way to test or activate functional Actions unless using one of the built-in examples.
- The “Privacy Policy” field only accepts URLs, which is fine, but the UI offers no guidance when the import fails.
I’ve tested:
- Clean OpenAPI 3.1.0 specs
- Functional examples used by other developers
- Multiple browsers (Chrome, Firefox, Edge)
- VPNs and different IPs (US included)
Still, the same issue persists — it seems to be a regional limitation for accounts in Brazil, and maybe other regions outside the US.
What does work:

Please confirm if this is an acknowledged regional limitation

If so, is there an estimated timeline for when it will be fixed or opened globally?

Meanwhile, is there any known workaround or whitelist request we can submit?
I’m really passionate about building GPTs with real-world functionality (like legal research, travel planners, etc.), and the lack of Action support is a major blocker right now for developers in Brazil.
