Why am I getting this message below when I still have credit balance.

You allowed requests per minute is quite curtailed if using a free trial, and still somewhat limited for the first 48 hours after purchasing a credit to upgrade your account.

Its more than 4 days that I have upgraded, it started deducting and responding fine before the error and it never charge from the credit balance since then.
There have been several reports of users not able to utilize their paid credit balance in the new travesty of a prepayment system.
It looks like OpenAI might have changed the API error message, which would instead have talked about “quota”. Making the meaning of the error simply less clear if it is regarding rate or money.
The only avenue if you are permanently unable to spend your money (besides haphazardly trying to feed it more cash) is to contact via a message at help.openai.com chat assistant - and the message has to be phrased reporting the account error and bug in a way the AI doesn’t try to answer instead.
