I just registered under iOS with no problems. I did have however issues Windows and with Android getting this done.

Tried about 10 times with the ID and Passport, Maybe its limited on specific regions 
Yes, Saudi Arabia is on the supported list. Have you heard of anyone successfully bypassing this verification loop, or is waiting for support the only option?
That I am not aware of and I also would not encourage it. Bypassing this is a red flag for some. Best you can do is try a different platform like iOS, Android or macOS or contact support directly.

Adding a data point that matches the pattern in this thread. Individual TAC verification, ChatGPT web (also tried Android app). After many failed ID capture attempts with a Korean national ID, “Start verification” now fails instantly, before any Persona inquiry is even created: POST /backend-api/compliance/cyber_verification/persona/inquiries 403 Forbidden — code: cyber_verification_precheck_failed message: “User is not eligible for Persona cyber verification” I’ve since obtained an NFC e-passport to retry with, but the account is blocked at the precheck stage regardless of document, since no inquiry can even start. Support case: 12270863 (previously 11831557). Support has confirmed they cannot override the result or share the precheck criteria. @OpenAI_Support — could someone take a look, similar to what was done above for Rio_Putra’s case? Happy to share the request ID / cf-ray.

Thanks for checking. - Country: South Korea — it’s on OpenAI’s supported list. - VPN: No. The 403 response I captured has cf-ray ending in -ICN (Incheon), which confirms the request actually routed through Korea, not a VPN exit node. - Already went through all three of those articles before posting — none of them mention the specific error I’m hitting (cyber_verification_precheck_failed), so this doesn’t look like documented/expected behavior. One more data point in case it helps triangulate: this fails before Persona is even invoked — the 403 is on the request that creates the inquiry itself, so no ID document (national ID or passport) ever actually gets evaluated. Started right after 100+ failed capture attempts with a Korean national ID, if that pattern is relevant to anyone else here.
Came here to say I have the same issue. I’ve tried for months and after speaking with others and reading the forums, it looks TAC is not working for everyone for a long time.
Good to know it’s not isolated — sorry you’re dealing with it too. Between this thread, the “broken Persona verification” mega-thread, and a couple others linked above, this clearly isn’t a one-off. Hoping enough of these add up to get real engineering attention instead of another “no retries or appeals” template reply.
