Issue with API quota and billing after adding payment method

I added $5 to my account, but when I try to make an API request, I get the following error:

API request to https://api.openai.com/v1 failed: You exceeded your current quota, please check your plan and billing details. For more information on this error, read the docs: https://platform.openai.com/docs/guides/error-codes/api-errors.

My billing dashboard shows a $5 budget with 0 usage, and I haven’t made any requests yet. Additionally, when I tried to add another payment method, it charged me another $5 without increasing my available balance in the console.

Could you please clarify why this is happening and help me resolve the issue so I can use the API?
