I don’t think so, you see, a lost pet can be anywhere, while facebook only contains posts users take.
In my experience, finding a lost pet was about getting out there and making posts, both online and in the real world.
How would chatgpt (or api calls to openai models) help here?

Your next step is to have a chat with Chat GPT. Explain what you want to create and ask ChatGPT about all the issues surrounding it. Give a detailed description and ask it questions about it’s answers.
There are other parts you will need to this puzzle before AI and there are a number of better existing software solutions as anon37218972 suggested that would probably serve you much better than AI in this instance and would be required as a base system for AI to build on.
