ChatGPT is a free service, you can get a Plus subscription for priority access and access to beta evaluations of new products, at the moment this includes GPT-4 and the standard Plugin system.
The message about your Plan settings is related to the API, this is not the same as ChatGPT.
The API requires that you set a payment method in your billings settings, see here OpenAI API
ChatGPT Plus requires that you use the “Get Plus” option in the sidebar below the chat history and is charged at $20/mo currently.
