I subscribed to ChatGPT PLUS and I always receive the following error: “openai.error.RateLimitError: You exceeded your current quota, please check your plan and billing details.”

The API and ChatGPT are different products and treated differently in terms of billing. Your ChatGPT Plus subscription does not count towards the API. In order to use the API you need to add a minimum of USD 5 to your developer account. You can do so under Settings > Billing.
