Our company is a startup and we previously received credits from OpenAI. We are still using the free version, but the tier 2 rate limit is no longer sufficient. Is there any way to upgrade my tier? Is contacting OpenAI’s customer service helpful? thanks

We were in the same situation.
You just need to pay money to get to a higher tier.
It doesn’t matter if you received free credits, you will still need top up in order to reach the higher tier.

“Tier” is based on prior amounts paid to OpenAI, as in real payments billed, and the time that has passed when making the latest payment for recalculation. It is a payment system, the amount of trust you have to not blow past limits and to pay for services without chargebacks on payment cards.
You can contact via the platform site’s “help”, explain your need for tier elevation because you are enrolled in a credit grant program, which has been done for some startups or research grants before.

Yes, or “thanks, we’ll get that sorted”, by past forum support here that was more active.
I can’t answer how keen they will be to give free stuff - like allowing you to use all your credits before they expire with a more reasonable monthly limit, as OpenAI has recently discontinued even turning on new credits that were awarded after long wait under the startup program, killing the links and responding “sorry”.
You can look at the total of payments made so far, billed to a card, and see if it doesn’t take much more to bump you to the $100 or $250 tier. https://platform.openai.com/docs/guides/rate-limits#usage-tiers
