Does the 14-day condition have to be met to move up to usage tier 4?

I’ve hit a TPD limit and need something done quickly.

Is there any way to move to tier4 faster?

Yes, all requirements must be met before your account will be moved to the next tier, note that it can also take an additional 24 hours for that update to take effect.
