I put a lot of effort into an app, but I can’t upload it for review, because i get this error:
“Business verification is not complete. Please verify as a business before submitting.”
The business verification is complete and I have used the correct naming and account for my Swiss company.
According to the forum, I am not the only affected developer. I searched pretty much every relating topic and I was unable to find a solution. This is frustrating, considering all the work that has gone into this project…
OpenAI, please fix it. This issue is known for a year and there are many posts like mine but the issue still persists. ChatGPT is worth indefinitely more with motivated partner developers who provide useful MCP-servers.
Exact the same to me. Submitted a support ticket. The first human support did not hit the point, while the help center chatbot identified some issue after I sent it the network log, and then re-esclated it to backend support again…still wait, and now it is the 3rd day..

Thanks for looking into this. I wanted to share my situation as well, as I am currently blocked by the exact same issue.
I have already completed and passed my individual verification, and I have successfully submitted multiple apps that were reviewed and approved by OpenAI in the past.
However, right now, regardless of whether I try to submit using my Individual account (which is verified) or Business account (unverified), the system constantly throws the error prompt asking me to complete verification. As a result, I am completely locked out from submitting any new updates or apps, which has severely disrupted my production deployment.
This is definitely not an isolated case. As you can see in the forum, many other developers have been hitting this same bug repeatedly over the past few months.
Could the platform team please take a closer look and permanently resolve this verification synchronization bug? It’s a huge bottleneck for us.
@casey-chow We’re having a similar issue where the app review team says our approved business name is null on their end. They had to reject our app because our developer name didn’t match, because they don’t have anything on file. We already completed the verification process with Persona and https://platform.openai.com/settings/organization/general shows “Verified” and “Business: Approved” for about a month.
The app review team was unable to diagnose the issue on their end, so they directed us to support@openai.com. But the support reps were also unable to help… so we’re at a complete dead-end.
Could you please (please ) take a look at this? Something seems to have gone really wrong here…
We are encountering the same issue at the moment: We try to resubmit our rejected app but it now tells us that the business is not verified (even tough our business is already validated since 4w and when following the link, it even shows as verified).
Same issue @casey-chow we tried to submit the app. the business is reviewed (we have other apps live already) and now all of a sudden it says “business verification is not complete”, but there is nothing else to verify on our end.
Hey all, we’re actively working through this issue right now. Please continue sharing information here as we can start chomping through and checking if it’s all root caused to the same bug.
Quick update here: I managed to submit the app via a personal account today. Not sure if the bug is completely fixed though, since this issue has popped up twice already. Hope this info helps!
Now it worked for us to resubmit our app. (It didn’t show the false error anymore, informing us to get our business verified - even though we already were verified)

We had the same issue yesterday (but we’d just validated our business), and today the app was submitted successfully, so make sure you wait a few hours / days. Also for us where we saw the red message saying the business was not validate while submitting the app, there was now a green message before click the submit button saying “Pre-validated as …”. Hope it helps.
Hey all, the team deployed a fix late last night to get submissions back up. I suspect that it won’t be the last fix we need to do, so please continue sharing issues here. In some cases, you will need to resubmit verification unfortunately, even if you have already been verified in previous submissions.
Really sorry about this, this is very much an issue on our end and one that could have been avoided.
Seeing the same issue submitting our app. Hitting “Submit for Review” just shows a generic “This is a required field” toast with no indication of which field, and no submission request actually fires (confirmed via network tab — no POST goes out). Every section shows complete/green: App Info, MCP Server, Testing, Global, and all policy checkboxes on the Submit page are checked.
The one thing I did notice on our end: in the App Commerce & Purchasing section, checking “My app links or directs users out of ChatGPT to make purchases” reveals a required “products you intend to sell” field, but the form also states only physical-goods sales are supported. That combination may be triggering a hidden validation failure that the UI doesn’t surface. Has anyone found which field actually blocks submission, or whether this is a known platform-side bug? Happy to share any other info directly.
