Codex billing issue: purchased $40 credits, but now remaining balance is 0 usage history fails to load

I purchased $40 of ChatGPT flexible credits for Codex on Mar 21, but my Codex dashboard now shows “Usage limit reached,” my remaining balance appears to be 0, and “Credits usage history” fails to load.

Please investigate whether this is a billing/credits metering issue on my account.

Attached: purchase receipt, dashboard screenshots, timestamp of purchase, and approximate time the credits disappeared.
