It is clear that the setting doesn’t work.
OpenAI had previously wanted to remove the hard limit before from pre-paid accounts, (which is now everybody getting migrated).
Then, although hard limit was put back instead of a message that denied use, it seems it simply isn’t working, with many compromised overages and the hackers able to make thousands of calls before a negative account is stopped or thousands are spent.
Now, with the new “projects” for API keys, setting further hard limits there are clearly denied to all but “enterprise”.
This is likely both the non-functional hard limit, and the outsourcing of payments to Stripe: the same delay in getting an account working after payment could be the same delay in making it not work after going deeply negative here.
OpenAI thinks they can skim people with the lack of correctly-operating advertised safety features, attempting to profit from misuse? If OpenAI’s exit plan for motivating developers to leave the platform is this, with not a peep when it is mentioned in topics that OpenAI Staff are reading, then how can one not have a sentiment other than simply to make sure you are the one scorching the earth and leaving behind a $1000 bill.
The only ones that can fix an account balance are “help” → “messages” in your platform account. And they don’t respond for days, weeks, maybe a bot answer that never gets a followup.

I put credit on my account then remove the payment method to guard against situations like this.
