I removed the card from payment method, and added a new one. Surprised to see I got charged ~$5 immediately. If I go to billing > credit grants, I don’t see any amount. Underneath that “pay as you go”, I see $0.00 Credit balance.
Is this normal? I didn’t ask for $5, it is kind of rude to make a charge without communicating this properly.
The $5 charge you noticed after updating your credit card is a temporary authorization hold to verify your payment method, not an actual charge. It will be automatically reversed within 7 days. This hold does not appear as “credit grants.”

So this is resolved. I am just surprised that $5 hold just to do this and for a whole week!
