Since March this year, I haven’t used the OpenAI API. When I run a program, it always prompts me with UNexpected You exceeded your current quota, please check your plan and billing details., <class 'openai.error.RateLimitError'> Going to sleep for 5 second!. Is it because there is no free API available? Should I pay to use it? If so, can someone provide a link? If not, what would be the reason? I’m in the Chinese Mainland.

Unfortunately you cannot access the API from mainland China at the moment.

I cannot make any comments regarding why this is the case.
