In the sidebar on chat.openai.com, clicking on any chat title will load that chat, which you will be able to continue from the point you left off.

Nothing in your question relates to the API.

But, the answer is “no.”

There is no mechanism currently in the API for saving and loading chats, you would need to be responsible for that yourself.
