Request to Review and Enable OpenAI Services Access for Users in Syria

Dear OpenAI Policy and Compliance Team,

I am writing to respectfully request a review of the current access restrictions applied to OpenAI services, including ChatGPT, for users in Syria, and to inquire whether service availability can now be enabled.

In December 2025, the U.S. Department of the Treasury announced the lifting of the comprehensive trade embargo on Syria. Following this decision, sanctions on Syria have been removed by both the United States and the European Union. Syria is no longer listed among OFAC’s embargoed countries.

In light of these regulatory changes, several global technology companies have already updated their compliance policies and enabled access for users in Syria. As individuals, developers, educators, and businesses in Syria work to rebuild and reconnect with the global digital ecosystem, access to AI tools such as OpenAI’s services is increasingly vital for education, innovation, and economic recovery.

I kindly request clarification on whether OpenAI is currently reviewing its regional access policy regarding Syria, and whether services can now be reconsidered under the updated legal and regulatory framework.
