Please don’t tire yourself out trying again and again with different cards.
If you have already tested different cards, browsers, billing details, Google Pay/Apple Pay, etc., and a normal plan on the same account, same browser and same card goes to the OTP page, that is a strong sign that your card, browser, IP, and billing setup are not the main problem.
It looks like the problem is specifically with the offer claim checkout.
Try selecting another normal plan for payment without actually paying or entering the OTP. You should see the OTP/3-D Secure page appear, while the offer claim gets “Payment was not approved” immediately.

I’m wondering if anyone else has experienced the same issue with the ChatGPT Plus free trial.
During checkout, I initially encountered “Payment declined,” and on another attempt it changed to “Payment was not approved.”
What’s confusing is that one attempt actually proceeded to the normal bank verification/authorization step. I completed the verification through my banking app, but after returning to ChatGPT, the checkout still showed “Payment was not approved.”
I’ve already tried different payment methods and followed the usual troubleshooting steps. The payment methods themselves work normally for other online transactions, so I’m trying to understand whether other users have encountered the same behavior specifically with the Plus free-trial checkout.
I’m not asking anyone to look into my account or payment details. I’m simply looking for other users who experienced the same thing:
- Did you get “Payment declined” or “Payment was not approved”?
- Did the checkout reach the bank verification/3DS step before failing?
- Were you eventually able to activate the free trial?
- If it was resolved, what ended up fixing it?
