Try putting 00 before adding your number if that doesnt work. Contact OpenAI Help Center
Also “Check for blocked contacts” or Spam Messages folder. But Contact help center they will help you out.

actually don’t know how to check blocked contacts on my samsung S21 mobile
I am also using Samsung Phone. Maybe Try Restart your phone first or toggle on/off Push messages on settings.
