You can not access the service from Mainland China or from Hong Kong look at this list supported countries
It seems like you’re using a provider Core Interconnection which is located in Hong Kong (HK) and it is a restricted country…

If you are travelling you might have to use a VPN if it respect the terms and conditions of OpenAI which I am unaware of the specifics because I don’t use a VPN
