Issue Creating a New Topic — Editor Loads but Category Doesn’t Select

I’m running into a small but oddly stubborn snag while trying to create a new post on the OpenAI Developer Community. The editor opens just fine — title field, tags, formatting tools, everything sitting there like a stage waiting for actors — but the category dropdown doesn’t seem to load or let me select anything.

Because the system won’t accept a post without choosing a category, I end up trapped in a loop: I can type a full draft, but can’t publish it. I’ve refreshed the page, switched browsers, and even tried the web equivalent of “turning it off and on again,” but the category list still refuses to appear.

If anyone knows what triggers this, whether it’s a permissions thing, a UI hiccup, or something I can fix on my end, I’d appreciate the lighthouse guidance.

I’m hitting rate limit errors even though my usage seems low. I checked logs but still can’t figure out what’s triggering it.
Does anyone know how the limits are calculated (per minute, per request, etc.) and how to avoid these interruptions?
