As I understand your question, the current name for ChatGPT Team is ChatGPT Business. OpenAI’s docs say ChatGPT Team was renamed to ChatGPT Business on August 29, 2025.
So the “free Team workspace” you remember may have been older UI wording, a trial/rollout state or something account-specific rather than the current public plan name.
The current Business docs describe it as a workspace plan for teams/organizations, with workspace management, members/seats, billing and admin controls.
Thank you for the reminder of the documents. However, I have already gone through these documents. Therefore, the questions I raised are that there is indeed a free workspace plan and there is a workspace, but there is no way to use the permissions of the space.

If you are seeing an actual free workspace in your account, but cannot manage or use its permissions, that sounds more like an account-specific workspace state or provisioning issue than something the public Business docs can fully explain.
That may need OpenAI Support to check the account/workspace state directly.
