Is there a way to get ChatGPT to remember and act on that? Seems to forget or ignore it.
If you use “ wide image “ “ normal image” or “narrow image “ at end of prompt you will get consistent sizes.
File formats - Dalle generates it in chat you can “save as” change file format then save image as the format you wish.

The image generator in ChatGPT does not have the ability to produce the images in a different file format. You always get the download in webp. That seems be an item of contention in the past, but I think people have gotten used to it.
Producing a wide image instead of a square is an option though.
You can fill out one of the text boxes in “Customize ChatGPT”, under settings, to alter the behavior. You can use the box for how you want ChatGPT to act.
You can add a line that says something to the effect, “When you use dall-e to make an image, I always prefer the wide size by default.” That way, you don’t have to ask each time.

You cant do it in a SINGLE prompt but you can do it in a second request
You cant do it in a SINGLE prompt normally because WEBP is the most efficient for DALL-E to return but you can do it in a second request
(Note: ImJPG() is a Function I have saved to Memory which asked to create image based on EXACT phrase and save as JPG - it returns WEBP)
The link below it is PNG as required
It’s a little annoying but may be handy to create a ‘Function’ like:
“Create a function cPNG() and add it to Memory which converts the last image into a PNG and returns a download link”
and then the same again for other formats as required
