Having issues with my quota

Please, i need help, i set up a personal account, trying to use the API key for an app. it kept saying:

I added $10 to my account, and it still kept saying this. Please help me. what should i do now?

The screenshot show your limit, not that you added $10 to your account.

Check your billing. There’s also rate limits.

i added my card and paid $10 into the account as shown from this screenshot. what could be that i am doing wrong? Help please
