I had the same issue, I’m not sure if it’s a complete fix but opening an incognito window seemed to bypass the issue.

I just restarted my mac and it worked fine!

I encountered the same issue today, but I solve it. Firstly, I tried cleaning my Chrome session, and when I restrated the browser, I could upload images.
