Cybersecurity grant proposal - need help w/ format

Hello, have you been able to submit anything at Cybersecurity grant program ? The form has aan area labeled “Project proposal URL”. It says 10pt format w/ 1" margins. I have a pdf doc w/ no figures. All text in this format. And also sections they mention:
"Your proposal should include:

  1. Set of questions or problems you hope your project will answer or address
  2. Description of methodologies and approaches used in the project
  3. Expected results of the project"

But no luck. It says “Please match the requested format”. Any ideas/suggestions?
