Unfortunately, only select T3+ users are getting access.
Why, how, when, where, if-at-all for the rest of us is anyone’s guess.
Facing the same issue, not sure what to do! I have also spent 100 dollars and upgraded to tier 3, working on an important project!

I asked their support bot and got this answer:
At this time, OpenAI does not offer a public waiting list or application process for the “computer-use-preview” model or similar preview models. Access is generally managed internally or via direct invitations during limited testing phases.
