I have a vector store of size 0kb, and it’s my only vector store. Yet I received the email about billing for this vector store. So will I be charged? And even if it’s not 0kb, it should still fall into the free 1GB category right?

Here we usually discuss dev related topics, for billing issues you can try the help center (click on the bottom-right chat icon on the page).
But my interpretation of that email is that yes, it falls in the free category, i.e. you will not be billed.

Retrieval that was automatically converted to a vector store was free.
In addition, your first 1GB of all vector store usage is free.
If you did not use the converted vector store ever, it is supposed to be deleted, but we can see yours has no expiration, so perhaps you made use of it in v2 and with file search.
It will now be added to your total storage. You can check an organization’s usage and see the total size of vector storage.
