API Usage Tier Reduction?

After being massively overcharged and my account was automatically raised from Tier 1 to Tier 4 without my approval, I am now trying to reduce the usage tier back to Tier 1 to limit my exposure.
It seems like there is no way to reduce the usage tier, at the Organization level.
On OpenAI website there are many explanations on how to increase Usage Tier but none on how to reduce Usage Tier.
I am surprised the Usage Tier cannot be changed based on the user’s preference.
Can anybody please advise what is the solution to reduce the Usage Tier of an account?

You cannot reduce your usage tier as it is not meant to enforce limits on your end, but rather on OpenAI’s end. The purpose is to scale the availability of resources with how much you spend on the API, hence no ability to reduce (this would be counterintuitive for most cases).

From what I can understand, the issue stems from a delay in enforcing the budget (not the limits OpenAI sets) you set, or possibly something outside OpenAI API (potentially someone else using your card or a similar security issue).

So, to put it simply: you can’t—unless you are willing to wait for support, and that could be quite some time.

My suggestion would be to set your budget to as low as possible, perhaps remove your payment method, and otherwise keep an eye on your usage—speaking of, can you actually see any usage? This would help me understand what is happening.

You can try reaching out via help.openai.com to request a lower usage tier. If they can raise the tier, why not lower it upon request?

Alternatively, you could create a new account and use that instead, or until your other account has been fixed.

The safest way I can think of to limit your financial exposure is to remove your credit card from your billing details after purchasing credits.
