API Limit Reached After I Just Paid

like I was implementing an OpenAI API in my project. I just paid $10 for tokens but I haven’t used it once and it already says that the quota is reached and I need to pay more. Why?

also I see Pending in my bank transitions to OpenAI does that have anything to do with this problem

Yes, Pending means it’s not been sent, so your account has not recived the payment.

You should contact your payment providor and enquire why it’s still pending.
