Can you check the hard limit for your account ? It should be in manage account → billing → usage limits
If this is the case, you should be able to increase it and got about you stuff normally.
Aside from this and sorry if i’ve misunderstood this, but paying for the ChatGPT premium is not the same as paying for the API.
