The OpenAI API is currently prepaid, meaning that you have to load credits by paying (at least $5). Once the transaction has been processed and credits are reflected in your account, you can consume the API.
Every account created gets its own unique org_id to which other accounts can be invited to join as members.

You should check your credit grants on the RHS on the org usage page
If there are credits active, you can create an API key with granular access to the API endpoints you want to consume.
