I have a speech interface to the completions API. And a WhatsApp integration. Both show overall latencies much lower (~3 secs) now than a few weeks back. 
There is no problem.
ChatGPT uses a different model than the OpenAI API models.
It’s that simple (and well documented).

No. I think the current paid upgrades are for ChatGPT.
