Rate limit error on the first attempt with simple code

HI,
I am getting rate limit error on my very first attempt. I used the exact code given on OpenAI website.
What am I possibly doing wrong?

If you go here: https://platform.openai.com/usage, do you see that you have enough credits available?

are you using a model that is available to your tier? https://platform.openai.com/docs/guides/rate-limits?context=tier-free

If you’ve just purchased credits, sometimes you need to refresh your API key for some reason.
