Pro downgrade to Plus but the coding limit is not replenish for Plus

Hi, so i am on Pro and when it was time for my subscription renewal, i wasn’t notify by OpenAi that is was time for it. I had intended to downgrade to Plus then. Back when i had Pro, i still have about 20% of coding limits (been rationing for the week). So i don’t know why when we downgrade, isn’t akin to the same that i ended my Pro and then i re-subscribe to Plus, and hence i will get the full Plus coding allocation?

In fact, it is. My pro subscription was not reset after renewal. I guess if I wait until he cancels his subscription, it will be reset if I subscribe again. This is where the product design is unreasonable.

This is still happening two months later, and I have the invoices to document it.

Same scenario as gilcancode. My weekly window (Codex, Work, Workspace Agents, ChatGPT for Excel) opened Aug 12 at 11:29 PM while I was on Pro. My Pro period ended Aug 16 with that window already fully spent. On Aug 17 I bought Plus: 20 dollars, billing period Aug 17 to Sep 17. The window did not reset on purchase. It reset Aug 19 at 11:29 PM, on its original schedule. About 2.5 days of a paid month with no agent capacity at all, and no warning at checkout.

gilcancode’s question is the right one and it still has no answer: why is a downgrade not treated the same as ending Pro and subscribing to Plus fresh? Whichever way OpenAI answers that, customers deserve to know before they pay.

fortytwo-42’s observation is the part that should worry OpenAI most. If the workaround really is “cancel, wait, then subscribe again”, the system is rewarding churn and penalizing customers who never lapse. I do not think that is intended, but it is the current incentive.

One detail worth adding to the record: in my case the counter did not merely fail to replenish. Consumption I had burned under the Pro ceiling continued to be measured against the much smaller Plus ceiling after the change, so I arrived at Plus already over the limit. The panel also showed “Usage limit resets: No usage limit resets available at this time” with a credits balance of 0, so there was no way to buy out of it either.

Consolidating the scattered reports so this stops being separate threads that each die alone. None of these has a staff reply. I cannot post links yet as a new member, so these are titles and topic numbers:

“Pro renewal should warn users that usage allowance does not reset immediately”, topic 1384315. Requests exactly the checkout warning this thread implies.

“Does renewing ChatGPT Pro reset the weekly usage limit?”, topic 1386247, Jul 10 2026. A customer asking in advance whether paying resets the limit. Never answered by anyone.

“Upgraded to Pro Plan - Codex Usage limits remain like Plus account”, topic 1380072. The same defect in the opposite direction.

On GitHub in the openai/codex repo: issues 30816, 27027 and 36246. I filed my own case there as issue 39398 with the full timeline, and separately through billing support.

To be precise about scope: regular chat conversations were unaffected throughout. This limit covers Codex, Work, Workspace Agents and ChatGPT for Excel only.
