No GPT-4o-Mini training for tier 1?

I received an email (OpenAI Dev Digest) that OpenAI had extended access to fine-tuning for GPT-4o mini to all paid customers on API usage tiers 1-5 on August 8th.

Well I just worked through the process of uploading a file for training, and that worked, but when I try to start training I get this error:

Error: 400 Model gpt-4o-mini is not available for fine-tuning or does not exist.

3.5 turbo works fine.

What gives?
