Is it possible to validate a concept before going live?

The documentation describes the ‘going live’ process where you fill out a form that details and demonstrates the app you’d like to take live.

This is quite a lot of effort - especially if your request is rejected!

I have an idea that I’d like to develop further, but would be interested in finding out whether it is likely to get the ‘ok’ for going live before investing too much time in it. Can I submit the details of something that is just a concept?
