Please give me precise step my step instructions so I may obtain an API key so I may use the GPT Pilot extension available in VSCode IDE.
This appears to be the VSCode marketplace page
After watching the install video it seems you only need an OpenAI API key. I did not see mention of needing a ChatGPT Plus account.
Start with account setup

then create an API key.
